Netizens React: 'Is this Poverty or What'? (See photo)

In a trending photo on Facebook, Netizens has reacted to a photo of tin milk being drank but sealed with paper. 

AASblog proves that sealing or covering already opened tin milk in this way to be preserved for future use is unhygienic as it has opened for microorganisms to work on it. 

One said,

"Is this Poverty or what?"

The other said,

"This is the work of African parents"

But should we say this photo simply means poverty? Can't they just drink it once and discard?
