According to the creator of the meme, Yoruba people use their lip to point at people.

Yorubas are a West African ethnic group who live mostly in Yorubaland, which includes parts of Nigeria, Benin, and Togo. The Yoruba people number roughly 45 million in Africa, a few hundred thousand beyond the continent, and are well-represented among African diaspora members.
